RESEARCH RELATED POLICIES AND PROCEDURES

Introduction


Research, training and public service programs at Downstate Medical Center, funded by non-SUNY sponsors, are administered by the Research Foundation of State University of New York.

THE RESEARCH FOUNDATION OF STATE UNIVERSITY OF NEW YORK

The Research Foundation of State University of New York is a private, nonprofit educational corporation chartered in 1951 by the New York State Board of Regents. Its purpose is to assist the State University of New York and its faculty in sponsored research, training and public service activities. Its mission is to serve the State University of New York and the people of New York State by providing leadership and the highest quality support for broad-based research, education and public service programs, and, as SUNY's partner, to assure fiduciary responsibility to sponsors, principal investigators and SUNY campuses in an environment in which each individual investigator and employee is treated with dignity, respect and fairness.

The Research Foundation's activities are governed by

  • a charter which limits its activities to those that enhance the State University of New York and those that further the University's research and educational objectives, and
  • the terms of a 1977 Agreement with SUNY which defines the relationship between the Research Foundation and the University.

Services the Research Foundation provides to SUNY under the Agreement include

  • submission of sponsored program applications for funds on behalf of the University,
  • conduct of sponsored activities in University facilities, and
  • management of sponsored funds.

In the performance of its responsibilities under the Agreement, the Foundation agrees, as far as may be practicable and in conformance with the Foundation's objectives of furthering the conduct of sponsored programs within the University, to be consistent with administrative policies applicable to the University.

A Board of Directors governs the Research Foundation. Under the Research Foundation's charter, the chancellor of the University serves ex-officio as chair of the Board. The Board of Directors appoints the president, executive vice president, and secretary-treasurer as the corporate officers responsible for the general supervision and control of the affairs of the corporation, and to see to it that all policies, resolutions, and other directives of the Board are carried out.

The Research Foundation Central Office in Albany serves as the corporate headquarters for the organization. The Central Offices of the Secretary-Treasurer, Contract and Grant Services, and Personnel Services have responsibility for establishing corporate operating procedures and overseeing operations within their functional areas. Other centralized services provided by the Central Office include legal services, computer services, corporate communications, development of corporate policies and procedures, and internal audit. In addition, the Research Foundation provides a general framework of sponsored program administration policies and procedures within which the campuses are expected to operate.

The state-operated campuses of the University and all other locations where the Research Foundation administers sponsored programs are referred to as "operating locations." Each Research Foundation operating location establishes its own general procedures and organization (consistent with State University and Research Foundation policies and procedures) for the administration of sponsored funds. Operating locations handle the day-to-day operations involved in sponsored program administration and are responsible for ensuring that all actions comply with Research Foundation and sponsor policies and procedures. Persons responsible for carrying out Research Foundation business at operating locations have direct contact with project directors and provide services such as reviewing and processing applications, purchases, payments, property control, and personnel transactions.

 

OFFICE OF SCIENTIFIC AFFAIRS AND BIOTECHNOLOGY / OFFICE OF RESEARCH ADMINISTRATION

The Office of Scientific Affairs and the Office of Research Administration provide the administrative support functions, required by the Research Foundation, Downstate Medical Center and the various sponsors, to assist the Center's faculty in their sponsored research, training and public service programs. Their primary functions and responsibilities include:

  • assistance in the development of sponsored program proposals
  • identification and dissemination of information to faculty on the availability and sources of funding
  • coordination of patent/licensing activities between investigators and the RF's Technology Transfer Office
  • contract negotiation and establishment of new accounts

Office of Research Administration (staff and responsibilities) ADMFAC 110 // 718-270-1178

  • personnel, payroll and fringe benefit support for sponsored program employees
  • administration of the personnel activity reporting and cost sharing systems
  • procurement of supplies, equipment and services for sponsored programs
  • monitoring, in conjunction with individual investigators, the on-going status of research accounts

 

DMC COMMITTEES RELATING TO RESEARCH

The following is a list of current committees that related or support research at Downstate Medical Center. A brief description of the committee is included.

Faculty Research Advisory Committee
To advise the Dean of the College of Medicine / Senior Vice President for Biomedical Education and Research on matters relating to research by developing and annually revising a long- and short-range strategic plan for basic science and clinical research (includes the on going review of the general research environment as well as specific research programs, policies and support services; the development of new research directions; and the setting of research and funding priorities).

Institutional Review Board
To review and approve (or require modification to or disapprove) all research activities involving the use of human subjects and to insure that all Federal and Downstate Medical Center policies and procedures regarding the continued use of human subjects are followed.

Animal Care and Use Committee
To review and approve (or require modification to or disapprove) all research and training activities involving the use of animals and to insure, based on semiannual reviews, that the Health Science Center's animal care program and facilities meets all Federal, State and Downstate Medical Center standards.

Current Interim Chair: Ira Kass , Ph.D., Professor, Department of Anesthesiology
Non-Human Use Radioisotope Committee
To review and approve (or require modification to or disapprove) all research activities involving the non-human use of radioactive material and other ionizing radiation and to insure that all such activities are carried out in a manner that meets all Federal, State and Downstate Medical Center standards.

Human Use Radioisotope Committee
To review and approve (or require modification to or disapprove) all activities involving the human use of radioactive materials and to insure that all uses of radio-nuclide and radio-pharmaceutical materials for diagnostic and research purposes meet all Federal, State and Downstate Medical Center standards.

Current Chair: Arnold Strashun, M.D., Associate Professor, Department of Radiology
Institutional Biosafety Committee
To review and approve (or require modification to or disapprove) all research activities involving the use of recombinant DNA molecules and organisms and viruses containing recombinant DNA molecules and to insure that all practices for the constructing and handling of recombinant DNA meets current Federal and Downstate Medical Center standards.

Centerwide Oversight Committee for Core Facilities
To review and coordinate the activities of the various core equipment facilities and to insure that the interests of the Center and all investigators are served.
